200 Water Street is a Privately Owned Public Space along the Water Street corridor in the Financial District, one of the larger plazas in this extensive chain of publicly accessible outdoor spaces in Lower Manhattan.

The plaza at 200 Water Street has been the subject of redesign efforts aimed at improving the Water Street POPS corridor. Improvements have included better seating, plantings, food vendors, and programming that activate the spaces during lunch hours and after work.

Water Street's POPS were created during an era when urban design placed less emphasis on the quality of public space than on the quantity. Many of the original plazas were stark expanses of concrete with minimal seating or greenery. Ongoing upgrades are transforming these spaces.

The Financial District's residential population has grown dramatically since the 1990s, and the Water Street plazas now serve families, dog walkers, and weekend visitors alongside the traditional office worker constituency.

This POPS represents both the promise and the challenge of incentive-zoned public space: created through private development, maintained by building owners, and gradually improved through public-private collaboration to serve an evolving community.
