Oakwood Beach Buyout Zone is a developing natural area on Staten Island's East Shore where an entire residential neighborhood was purchased by New York State after Hurricane Sandy, with homes demolished and the land returned to nature as a coastal buffer.
Hurricane Sandy's storm surge on October 29, 2012, devastated Oakwood Beach, flooding hundreds of homes with seawater and causing several deaths. In the aftermath, residents organized the first community-driven managed retreat from a flood zone in the United States.
Over 180 homeowners accepted government buyouts, their homes were demolished, and the land was deed-restricted to prevent future development. The former residential streets are gradually returning to salt marsh, grassland, and coastal scrub.
The Oakwood Beach buyout has become a national model for climate adaptation, demonstrating how communities can retreat from vulnerable shorelines in an organized, voluntary, and equitable process.
