4 New York Plaza is a Privately Owned Public Space along the Water Street corridor in the Financial District. The outdoor plaza is part of the extensive chain of POPS that line Water Street from the Battery to the Brooklyn Bridge.

The Water Street corridor contains one of the highest concentrations of POPS in all of Manhattan, a result of the intensive office development that occurred along this formerly industrial waterfront street during the 1960s, 1970s, and 1980s.

Water Street was originally the eastern shoreline of Manhattan before landfill extended the island further east. The street's name preserves this maritime heritage, though the waterfront is now several blocks away beyond Front and South Streets.

The plaza at 4 New York Plaza serves the Financial District's large office worker population and the growing number of residents in converted commercial buildings nearby. The proximity to the Staten Island Ferry terminal adds commuter traffic to the space.

This POPS is part of the Water Street public space network that has been the subject of recent redesign efforts aimed at improving the quality of these often-criticized corporate plazas.
